Jessica Savage and Sara Foley receive 2nd place for their aggressive campaign against city code violations and for the positive results that the reporters achieved for the residents of Corpus Cristi. Savage and Foley's creative use of public records, coupled with their gumshoe reporting, documented cases of illegal dumping, rental traps and dilapidated buildings. The reporters pinpointed an important cause of code violations -- absentee landlords -- and prompted residents and their government to act.
