El Paso Times staff receives 1st place for dogged reporting that exposed an unscrupulous medical examiner and his questionable forensic work. As a result of the newspaper's persistence and tenacity, the medical examiner was removed from office, a death row inmate was spared from execution and officials launched a review of criminal convictions that may have been based on flawed science.
