JoAnn Livingston of the Waxahachie Daily Light receives first place for her investigation that exposed the cover-up of a man beaten and Tasered in police custody. As part of her research, Ms. Livingston experienced a Taser deployment first hand -- known as "riding the lightning.' Her persistent and resourceful reporting, which led to investigations, police firings and reprimands, is an individual effort in the finest tradition of investigative journalism.
