Judges Comments:
The Herald-Zeitung's entry is the clear winner. Though a horrible tragedy drew attention to the problem of drainage in the town, the paper didn't just show up and report on public hearings about the problem. Instead, the paper helped prepare the public to speak at those meetings, got elected officials on record about how they would solve the problem and encouraged citizens to stay involved in pushing for solutions long after the June floods. Overall, Bowen's reporting was through and varied, backed up well with graphics. (On a side note, the judge really appreciated the way the entrant slugged the stories by date to make the series easier to read in order. Thank you.)
