Judges Comments:

This was an exceptional project by the Morning News. It broke news. It explained historical context. It made comparisons so readers could make judgements. And it told great storie to illustrate the points it made. They were horrible stories, but carried the messages perfectly. The life and death issues they dealt with were compelling in themselves. But the detailed explanations of the systemic problems with this teaching hospital's treatment of patients made the heartbreaking stories the vital cog in illustrating just how bad things were. As a Freedom of Information entry, I couldn't have asked for more. Many of the story threads and victims were obtained through FOI requests. Then the detailed reporting fleshed out information that was only hinted at in the reports. The reports showed substantial problems in a great range of areas - the ER, Medicaid billing, teaching oversight, just about everywhere. And the followup stories suggested they had impact, as institutions hurried to correct obvious problem. A clear winner.
