Judges Comments:
The judges apologize to the photographer for penalizing him, for a call that was probably out of his hands. But after looking at the picture and reading the caption we were stunned that there was no story with the picture. If the metro desk isn't willing to commit a writer to tell this story, then the photograph, good as it is, is sensational. It's a shame. Scott Sines, managing editor
