A job of any newspaper worth the title "watchdog" should be to tell us that something we "know" isn't true. The notion that private industry can do things more efficiently than government is so widely accepted that it might as well be in the Constitution. But the American-Statesman found that in many aspects of Texas government, that just isn't so. The reporting team found not only that government can do many things less expensively but that nobody who outsources is checking to see whether privatization makes sense. This is the kind of just-beneath-the-surface reporting on government that only newspapers can do, and the American-Statesman team performed a valuable service.
