When one person's economic interests collide with another's, and when the rights of property owners and their neighbors' hopes for environmental protection are in conflict, a newspaper is challenged to present intelligent and fair coverage. The Temple Daily Telegram did just that in drawing public attention to the expansion of gravel mining in the region. It also revealed how the state legislature is letting the industry call the shots in escaping even minimal oversight.
